At least know what VAT is and who are the players.
I found an interesting book on Amazon: Value Added Tax: A Comparative Approach (Cambridge Tax Law Series) On page one it recommends IDT website
http://www.itdweb.org/Pages/Home.aspx
The International Tax Dialogue (ITD) is a collaborative arrangement involving the EC, IDB, IMF, OECD, UK-DFID and World Bank Group to encourage and facilitate discussion of tax matters among national tax officials, international organisations, and a range of other key stakeholders.
EC "may mainly refer to the European Community - a supranational organisation established in Europe to achieve non-inflational sustainable growth, high employment level, equal opportunities for men and women, high competitiveness and convergence level, high level of environmental protection."
IDB is either International Data Base, Inter-American Development Bank or Islamic Development Bank. Haven't checked yet.
IMF - International Monetary Fund
OECD - Organisation for Economic Co-operation and Development
UK-DFID - UK Department for International Development

There are lots of other books as well. I am going to watch the media closely as the potential consequences far outstrip nationalized healthcare and cap and tax (trade).
