The case could be made that Obama has violated the oath of the office of the Presidency of the United States in not closing the borders at the threat of a global pandemic of the Mexican flu, the violations of the U.S. Constitution in the CIFTA, and his refusal to clarify the circumstances of his birth. Immigration and Illegal Aliens, The Facts - The Impact

Currently, 1.6 million legal and illegal immigrants settle in the country each year; 350,000 immigrants leave each year, resulting in net immigration of 1.25 million.


If immigration continues at current levels, the nation’s population will increase from 301 million today to 468 million in 2060 — a 167 million (56 percent) increase. Immigrants plus their descendents will account for 105 million (63 percent) of the increase.


The total projected growth of 167 million is equal to the combined populations of Great Britain, France, and Spain. The 105 million from immigration by itself is equal to 13 additional New York Cities.


The nation’s ongoing debate over immigration generally has not focused on the effect it has on U.S. population size. Yet, increasing the nation’s total population is one of immigration’s clearest and most direct effects. Supporters of low immigration point to the congestion, sprawl, traffic, pollution, loss of open spaces, and greenhouse gas emissions that could be impacted by population growth. Supporters of high immigration argue that population growth may create more opportunities for businesses, workers, and consumers. Whatever one thinks of population growth, the projected 167 million growth in the nation’s population in the next 53 years is very large. It is larger than the entire U.S. population in 1950, and it is more than the combined total populations of California, Texas, New York, Florida, Illinois, Pennsylvania, Ohio, Michigan, Georgia, and New Jersey. Even the impact of immigration by itself is enormous. The 105 million immigration will add to the population by 2060 is more than all of the population growth that occurred in United States in the first 130 years of the nation’s history after independence. Our findings are consistent with projections done by the U.S. Census Bureau and others.

President of New Mexico Minutemen and Patriots' Border Alliance Addresses Eagle Forum


"The open borders and illegal alien problem is due to corruption and betrayal. One government has betrayed its people to a point they must flee their nation to seek economic opportunity. The other nation's government is so corrupt that it has turned its back on its owns laws, its own saftety, its own security and its own sovereignty in order to exploit the victims of the first government." These were just some of the points made by Bob Wright in his address to an unusually large crowd at Eagle Forum's monthly meeting.

New Mexico Minutemen who know Bob Wright had promised a thought-provoking address and attendees were not disappointed. Some in the audience were obviously shocked by some of the information such as "there have been about 50,000 Americans killed by illegal aliens since 9/11/01 while there have been approximately 4,000 American soldiers killed in two wars in Iraq and Afgahastan in the same time period."

Others in attendance had their perspectives changed on what the border problems are about. It is fair to say no one left the meeting untouched.

Bob Wright drew moans of disgust as he described some of the tragedies that Minutemen have encountered such as rape trees. If you are not aware, you can find descriptions on the internet. He told how Minutemen give water, blankets and yes, even cigarettes to illegals awaiting Border Patrol. Bob said the National Guard currently at the southern border has no more authority than the Minutemen who call Border Patrol to report locations and numbers of illegal aliens.

In response to a question, Mr. Wright explained the slow down of border crossing currently being experienced in the New Mexico sector is due to fighting between three Mexican drug cartels. 2,500 Federales have been sent to Tijuana and another 25,000 are on their way to try to stem the war between the cartels.

Bob predicted it will get much worse before it gets better for our Southern neighbors and reminded listeners that it is in America's interest to have a good neighbor - one who doesn't engage in ethnic and economic purging.

People for Otero County is a Pro-Constitution, Pro-Private Property Rights and Pro-Family organization that addresses issues primarily concerning the citizens of Otero County.

At present we will be meeting the 2nd Thursday of every other month, with meetings in both the basin and in the mountains.

We welcome anyone who has an interest in issues that are of concern to you.
Our meetings are casual, however we do follow an agenda, with everyone invited to participate and provide their comments.

We do not collect dues, but contributions are welcome. Recently I accept the chair for the organization. I have scheduled the next meeting of the People for Otero County for May 8 at the new Weed School cafeteria starting at 6 PM.

Wyoming income surges with energy boom

click on image to enlarge Wyoming residents' wallets are swelling, thanks to an oil-and-gas boom that has pushed their wealth above their Colorado neighbors, according to a new study.

Preliminary numbers for 2007 show that at $40,655, Wyoming's per-capita personal income ranked sixth in the country, compared with the No. 11 spot it held in 2005, according to the study by the Bureau of Economic Analysis.

Colorado, which ranked seventh in per-capita income in 2005, slipped to 10th last year, with residents earning $39,491 per capita.

"We have been supplanted by Wyoming," said Tom Clark, Metro Denver Economic Development Corp. executive vice president. "We have always been in the top 15 of states, mostly driven by a highly educated workforce."

But Wyoming's boom-driven success isn't as much a threat to Colorado's position as are the state's poorly performing schools, he added.

"If we want people to have greater opportunities, it is all about income and all about education. We tend to compete for the higher-income jobs, and competition for them is global."

Also in the study: Pitkin County, where Aspen is located, was the third-wealthiest in the country.

Pitkin County's per-capita personal income was more than $86,000.

The study also shows that Crowley County in eastern Colorado is the poorest in the state, with a per-capita income of less than $17,000. Denver County's per-capita income was a little more than $50,000.

The only other counties in the country wealthier than Pitkin County are New York County and Teton County in Wyoming.

Connecticut led the nation with a per capita income of $54,117, 40 percent above the national average. Mississippi had the lowest per-capita income of all states, $28,845, which is 25 percent below the national average.

I went to my favorite Asian food store recently to get rice. I eat a lot of it. The owner warned me that the next time I purchased rice, the cost would be double. She also said the same would be true for soy products and pastas. Sure enough, two days later national and world headlines advising of rice scarcity. The food wars begin starting with starches.

...Ifugao Governor Teodoro Baguilat said government intervention was needed to save the rice terraces, not only as a tourist attraction but to provide a livelihood to farmers.

"We could only keep these farmers in the rice terraces if we could assure them of better economic returns for their hard work," Baguilat told Reuters in an interview.

"We must make sure that they could produce more from their rice fields and that they could directly benefit from tourism."

The government is promoting eco-tourism tours and is asking for expert help to improve productivity....

COLORADO SPRINGS — Nearly a week after Rep. Douglas Bruce, R-Colo., called [the missing word is illegal] migrant workers "illiterate peasants" during a legislative debate, his words still stung protesters who gathered today at a rally in Acacia Park.
"We don't need people like that representing El Paso County. It already has a bad reputation and Douglas Bruce just made it worse," said Ed Billings, who held a sign for drivers to see that asked for Bruce's removal from office.
Billings joined 50 peaceful, sign-carrying protesters demanding that the Colorado Springs Republican issue either an apology or retraction for his statements.
Bruce, who was censured earlier this year for kicking a newspaper photographer on the House floor, stunned lawmakers April 21 when he said, "We don't need 5,000 more illiterate peasants in the state of Colorado," [he’s right] during a debate on House Bill 1324, which would speed the process for a temporary seasonal-worker program.
The following day, House leaders decided against taking any disciplinary action against Bruce and decided to try to ignore his controversial antics.
"First he kicks a photographer, then this," said Ramon Del Castillo, chair of Chicana and Chicano Studies at Metropolitan State College of Denver. "We cannot tolerate this racist attitude [where’s the racism?] , and we need to show the state legislature their condoning [how is the legislature condoning racism?] it is supporting it."
Denver's Mexican consul general Eduardo Arnal said in a statement, "I was surprised to hear the comments made by Rep. Bruce. I found them not only unfortunate but offensive." [why is it any of the Mexican consul general’s business?]
Some Latino educators and leaders say they are considering an emergency community meeting to address Bruce's remarks and to take a stand against what they think is growing anti-Mexican sentiment in Colorado. [obstructionist tactic to divert public awareness way from illegal migration, the costs of illegal migration to the American taxpayer, and the crimes illegals commit]"He is playing on the emotions and fears of people and pitting them against [the missing word is illegal] migrant workers," said Arthur Campa, co-director of the College Assistance[the missing word is illegal] Migrant Program on the Auraria Campus. "It's a slap in the face."
Protesters Saturday included members of the Democratic Latino Initiative of El Paso County, Colorado [the missing word is illegal] Immigrant Rights Coalition, labor unions and students from College College and University of Colorado at Colorado Springs.
Rosa Sanchez, 46, of Colorado Springs, one of the event organizers with the Democratic Latino Initiative, said her great-great-grandparents were migrant workers.
"Douglas Bruce is supposed to represent his constituents, but I don't feel he is. So I'm here today to support my culture and my family's history of migrant workers."

South Korean scientists are cloning dogs and wolves.

INCHEON, South Korea: The country that created the world's first cloned canine plans to put duplicated dogs on patrol to sniff out drugs and explosives....

The agency says the cloned dogs could also save money.

"We came up with the idea of dog cloning after thinking about how we can possess a superior breed at a cheaper cost," said agency head Hur Yong-suk.

Normally, only about three out every 10 naturally born dogs it trains — at a cost of about $40,140 each — ends up qualifying for the job.

Lee of Seoul National University said it cost approximately $100,000 to $150,000 to clone each of the seven golden Labrador retrievers.

He said the seven are the world's first cloned drug-sniffing dogs.

The university team did not ask for payment from the customs authorities because it created the clones for academic purposes with government funds, Lee said.

He said his team has so far cloned 20 dogs and five wolves....

I WENT TO THE EARTH DAY CELEBRATION AT THE ZOO

I went to the EARTH DAY CELEBRATION at the zoo today. My beautiful wife, Trish, and our 21-month old grand daughter, Chloe, accompanied me. This is the second EARTH DAY CELEBRATION I've been to since 1970.

I discussed some environmental issues with individuals at some of the several booths set up for the event. I had the opportunity to address the wolf-release issue with a young man with dred locks. He told me there were only 23 Mexican Gray Wolves released in New Mexico. I asked him what the genetic component of those '23' wolves were. He didn't know. I told him the wolves in Catron, Sierra and Grant counties probably were not Mexican Gray Wolves. He assured me they were and cited a Congressional law stipulating the genetic purity of the breed. I asked him what a Congressional law was. He didn't' know. ...anyway...we had a polite conversation and parted on good terms. Anybody know what a Congressional law is?

I spoke with Martin Moore. He's a nice guy and probably the best candidate for county commissioner here in Otero County. I forget the other guy's name...the guy who didn't call me about the $12000.00 dollar report on the forests. Right...that guy.

We walked all the way to the far end of the zoo where Chloe decided she wanted to get out of the stroller and look at the peacocks. I found an empty bench and sat in the shade minding the empty stroller. Two guys approached me, one a blind individual with a white cane and another man. The guy with the white cane offered me some a religious pamphlet, which I politely declined. He persisted. I told him I wasn't interested. I had to get up and leave to get away from this guy and his buddy. His white cane got stuck on the stroller.

People...no means no, regardless what your cause is or your passion for it.
I'm fed up with people pestering me with religious, political, commercial or whatever crap they want to pawn off on people. If they're behind a booth, like the patriots who gathered signatures against the World Heritage Site...they're fine. Its my choice if I want to approach the booth and talk to them. But this predator persistence of 'Do you want to be saved' after being told I'm not interested, is over the line and a violation of my boundaries. I saved him. I saved him from getting his face pushed in. I got up and walked away.

That is my EARTH DAY in a brief and concise report.

After we left the zoo we went over to Phat Phil's and pigged out. The only thing Ellis pushes on you at Phat Phil's is great food. We should have a Phat Phil's day.

NEW MEXICO DMV ORDERS GERMAN DRIVERS LICENSES DESTROYED

Mike Haymes, international radio personality on KRSY 1230AM, informed me the New Mexico DMV has a new policy of destroying German nationals drivers license. Mike said he received a phone call from an employee of the Newe Mexico MVD. The MVD guy told Mike there is a new policy of punching holes in the corner of a German drivers license, when the German national obtains a New Mexico drivers license. The reason for this new policy is to more accurately acquire information on the German national.
NMMVD reasons the German DL's don't have the drivers record available to law enforcement and insurance companies, when the German DL is run for prior traffic violations or infractions. I can live with that. What about DL's for undocumented residents: From the NMMVD Frequently Asked Questions:

5. What should I take with me to the Motor Vehicle Division Field Office to get a New Mexico driver's license?
You will need to provide one (1) proof of identification number; one (1) proof of identity and two (2) proofs or New Mexico residency. If you are eligible for a Social Security number (SSN) your proof of identification number will be your Social Security card or a verification document from Social Security confirming your SSN. If you are not eligible for a Social Security card, you will be required to provide a valid passport issued by your country of citizenship; a Matricula Consular issued after February 1, 2005 by the Mexican Consulate in Albuquerque or El Paso; or an individual tax identification number (ITIN) card or the letter from the IRS issuing your ITIN. On the DMV.ORG website (the unofficial DMV site [???]), I found the following:

Non-Citizen Driver License Requirements
If you're just visiting, you can drive with your valid driver's license. Getting an International Driver's Permit (IDP) from your home country is a good idea, though. Many car rental agencies require one, and it'll make things easier while you're on the road. Be sure to carry both documents with you.


Why doesn't the IDP apply to 'undocumented residents, undocumented workers, illegal immigrants, or climate change? I just threw the climate change thing in there. It doesn't apply to getting a drivers license...yet.



When an American Citizen moves to New Mexico from another state, they must surrender their out-of-state drivers license when they obtain a New Mexico DL.

My question is:
Is it legal for the state of New Mexico to destroy an official document issued by a foreign country? I also wonder why this state advocates for drivers licenses for illegals, when the information on the drivers license for illegals may be suspect.


BIZARRE STORY: HYBRID WOLF OWNER MAY HAVE FED CATS TO WOLF-DOGS

"Dozens of domestic cats may have been fed to captive wolves on the Owyhee County property where officials removed wolves and bobcats Wednesday.
"The facility is littered with dead cats and lots were either fed to the wolves or were killed in the pens by the wolves," Jeff Rosenthal, Idaho Humane Society executive director, said Wednesday."

WOLF CROSSING: ANOTHER WOLF KILL IN CATRON COUNTY

Hi all, here is an update on wolf depredations.

Today, 04-22-08 a dead cow was investigated on “Private Property”. The owner found the cow yesterday when he saw scavenging birds gather at the carcass site. As he got near, a single wolf ran from where the carcass was and up over the mountain. This was a 4 year old cow and was due to calve in one month. She was in very good condition. This was a running attack, a blood trail approximately 40 yards long leading down a narrow rocky gully to the carcass. There were numerous blood droplets on the rocks and large pools of blood when she stood in one spot. The attack site was at the cow’s center rear, as was the feeding site. The canine spread with corresponding hemorrhage confirmed the cow was killed by a wolf.

The aerial flight today indicated there were no collared wolves in the area of the cow carcass, that the nearest wolves were in the Beaverhead area. This indicates the offending wolf or wolves were un-collared, which it is unknown how may packs of un-collared wolves there are in Catron County.

With the increase in warm weather, advance decomposition and insect infestation can occur rapidly destroying evidence. Wolves are starting to look for a place to den and some wolves from the packs are starting to disburse and will travel to unknown locations. "Thank goodness," said Whitetail Doe. "The violence the gang of wolves inflicts on us all will no longer go unanswered. We've all had children, friends or relatives killed or savaged by those cowardly, sneaking hypersteroid weasels."

"You've got to admit," said Mule Deer, "as long as those wildlife-challenged cows are plopping out fat little bite-size calves, it takes the pressure off of us all."

"Yes, but have you seen what happened to us in the Park?" said Elk. "No cows are allowed. They left us to the killers' mercy! They even fed us in the winter so we'd be fat and easy to find!"

"Poor cloven-hoofed fools," whispered Magpie to Eagle, "Don't they know that even if the law allows them hairy-legged snakes to be shot, they ain't gonna allow no hunters in the Park anyway? The wolf-lovers have created their own Jurassic Park!"

"I, for one, am thrilled with the decision to take the wolves off the endangered predators list," said the Sheep minority spokesman, "At least our ranch security forces will be able to reduce the slaughter of our lambs on private land. Granted, it won't stop all the bloody raids.

"According to their computer projections using Los Angeles and New York inner cities as models, humans are willing to tolerate a certain amount of gang-related attacks. They depend on the "School of Fish" theory. They are willing to sacrifice a few of their numbers for the safety of many."

"Yup," said Elk. "That was their logic when they introduced the wolf gangs back into areas where they had been eradicated. They looked at a handful of ranches in the West, knowing that there would be a ready supply of calves and lambs, and that's exactly where they turned 'em loose. Ranchers can be sacrificed, they figgered. After all, no one ever sees them."

"Right," said Coyote, laughing, "But you can bet they won't be repopulating wolf gangs into Minneapolis suburbs or the grounds of the Sierra Club headquarters, no sir! It's OK if they eat a few ranch dogs, but not their little suburban kittens and puppies."

Whitetail Doe spoke up, "Let's not get snippy. We, who are the primary victims in the gangs' food chain - yes, even including the dull bovine - can give thanks that those who value our lives can now retaliate. But be wary, there are still humans out there with money and lawsuits, who want the canine vultures to be protected to run free - unless, of course, it is in their own backyard.

"Yer right." said Elk. "But for now, three cheers for the varmint hunters. Three, two, one ... Fire!"

RICHARDSON PROPOSES PROTECTION FOR 5300 MILES OF NEW MEXICO RIVERS

ORF says: The timing of this proposed act is suspect. New Mexico forests are overgrown and dry. The ENVIRONMENTAL ASSESSMENT FOR SACRAMENTO MOUNTAINS DEFOLIATION PROJECT, released by the US Forest Service on April 17th, warns of silting and sediment flow after a forest fire, " The second potential source of sediment that could affect water quality is roads. Existing and proposed temporary road can provide sediment sources when close to streams, wetlands or riparian areas or where they cross streams. Sediment is introduced to streams where surface
runoff carrying additional flow and sediment from a road enters a stream. Research by Burroughs and King, 1989, indicate that the highest potential for sediment introduction to a stream is when a road is a 100 feet or less from a stream, while from 100-300 feet there is a steady decline in the potential for sediment influence."

This appears to be the latest addition in the pecking order of back door attempts to close the forests to the public, divert the blame of over-growth which depletes underground and groundwater flow in the mountains from federal agencies to other causes. Those other causes, undoubtfully will be ranching, development, or upstream pollution. Roads need to maintained and kept open in the forest for management, fire fighting and public use. It will be interesting to see how the Governor's program impacts the proposed dams to be built on the Gila and San Francisco rivers in Catron and Grant counties.

Congratulations to the Colorado House of Representatives for not letting an ugly display by Rep. Douglas Bruce, R-Colorado Springs, derail a bill that takes an important first step toward reducing illegal immigration while helping Colorado farmers recruit legal seasonal workers.

If anything, Bruce's tirade on Monday seemed to win votes for House Bill 1325, by Reps. Marsha Looper, R-Calhan, Ray Rose, R-Montrose, and Sen. Abel Tapia, D-Pueblo. The bill sailed through the House by a resounding 46-18 on final reading Tuesday. It now heads to the Senate.

HB 1325 doesn't create a new channel for immigration at all. Instead, it allows the state to slash red tape and speed the hiring of seasonal workers under the existing federal H-2A visa process. The federal agencies handling this program for seasonal workers are so understaffed that it takes them up to 168 days to process applications. Such delays spell ruin for Colorado farmers, whose crops may rot in the fields while the federal bureaucracy shuffles papers. Such waste deprives Colorado consumers of fresh, locally grown produce.

HB 1325 would cut through that red tape by creating a pilot program to process such visas in 60 days or less. Entirely funded by fees paid by employers, the program would also screen foreign workers for both criminal records and health problems before allowing them into the U.S. The program would expedite 1,000 seasonal workers the first year and 1,000 more each year until it reaches 5,000.

This is the program, specifically limited to legal temporary workers, that Bruce assailed with his infamous remark: "We don't need 5,000 more illiterate peasants in the state of Colorado."

Actually, if Bruce ever tried his hand at farm work, he'd find that picking those delicious Western Slope apples and peaches isn't just hard work — it's skilled labor that ranks with bricklaying, carpentry and other crafts learned mostly by on-the-job training.

HB 1325 has strong safeguards to ensure that workers don't overstay their visas, including ordering employers to withhold 20 percent of seasonal workers wages to be paid when they return to their home countries. In fact, most of the workers are eager to return to their homes and families once the seasonal work has ended.
House leaders have decided not to sanction Bruce, who was censured in January for kicking a photographer, for his latest misdeed. That decision is wise. Bruce's eructations, however ugly, are protected by the First Amendment.

Besides, Bruce, an unelected legislator who was merely appointed to fill a vacancy, already has been dumped to the second line in a Republican primary in his House District 15, where he faces citizen soldier and Iraq war veteran Mark Waller. We'll trust the voters to give Bruce his comeuppance.

Legendary French actress BRIDGET BARDOT went on trial on Tuesday (15Apr08) to face a charge of inciting racial hatred after making controversial comments concerning the religion of Islam.
The 73-year-old former screen siren faces a possible two-month suspended prison sentence and a fine of 15,000 euros ($23,500/£11,750) if she is found guilty.
The Contempt star, who quit the film industry in the 1970s to pursue a career as an animal rights activist, has faced similar charges of inciting racial hate on four prior occasions.
The latest charges came about after the star publicly published a letter she sent to French president Nicolas Sarkozy last year (07) lambasting the Muslim religious festival of Eid al-Adha - due to its traditions of slaughtering a sheep.
In the letter she says, "I am fed up with being under the thumb of this population which is destroying us, destroying our country and imposing its acts." The first racial hatred charge the star faced was in 1997, where she was fined 1,500 euros ($2,300/£1,150) for her comments, and most recently she was ordered to pay 5,000 euros ($7,900/£3,950) for making similar controversial and racially motivated comments.
Prosecutor Anne de Fonette told the court she was seeking a tougher sentence than on previous occasions, stating, "I am a little tired of prosecuting Mrs Bardot." Bardot did not attend the trial stating she was physically unable to. The verdict is expected in several weeks.

Rep. Douglas Bruce wanted to make it clear he didn't like Rep. Marsha Looper's bill establishing a pilot program to expedite temporary visas for seasonal farmer workers.

A week ago, he composed a statement in which he would dub it the "Illegal Alien Importation Act."

He got no further than three lines into his multiple-page missive on the House floor Monday before being gaveled down for saying Colorado doesn't need "5,000 more illiterate peasants."

The Colorado Springs Republican's words drew an audible gasp from lawmakers.

"How dare you," said Rep. Rep. Kathleen Curry, D-Gunnison, who was chairing the floor debate. She ordered Bruce to leave the speaker's podium.
Afterward, Rep. Terrance Carroll, D-Denver, called Bruce's comments "premeditated bigotry."

"He came prepared to be a bigot today and I find that insulting to the entire body," Carroll said. "More importantly it's insulting to the entire state."

Carroll said the remark could result in a formal ethics complaint that would require a hearing and possible suspension, censure or expulsion.

Carroll and other lawmakers said the behavior was "par for the course" for Bruce, who marked his first day at the Capitol in January by kicking a Rocky photographer.

Stormy beginning

His refusal to apologize for the kick made him the first lawmaker in the state legislature's 131-year history to be formally censured.

House Minority Leader Mike May, R-Parker, said Bruce's impact on his own party has been disastrous.

"Because of his behavior issues, when he speaks, it costs us votes," May said referring to Republicans. "It's hard enough to be in the minority as it is without having that anvil hanging around our necks."

Bruce said Monday that he doesn't care if his own party doesn't appreciate him.

"To me it doesn't mater," he said. "If I'm the only person in this building that cares about the truth, fine."

Bruce defended his "illiterate peasants" line as a factually accurate description of the estimated 5,000 immigrant farm workers who would be allowed into Colorado under Looper's bill.

House Majority Leader Alice Madden, D-Boulder, rolled her eyes at that defense. Many immigrants who come to America to work are literate, she said.

"And the word peasant? What's he going to do, say, 'Let them eat cake?' I've never heard people in civilized society call people peasants."

The trouble with Bruce, Madden said, is that he sees the world in black and white and you're either with him or against him.

"He doesn't add any facts to the conversation," she said. "He just adds his demagoguery, and he rarely if ever wins an argument. He's ineffective because he's so obnoxious."

THE ARIZONA WATER WOLF

On April 17th, newspapers carried a story about Governor Richardson’s opposition to proposed building of dams on the Gila River in western New Mexico. The Gila River is the last free-flowing river in New Mexico. The Gila’s headwaters originate in Catron county, flows through Grant county to the south and over the state line into Arizona. There is also a ‘proposed’ dam for the San Francisco River in Catron county. The San Francisco also flows into Arizona.

While New Mexico water flows across the border into our neighboring state, Arizona’s thirst for water flows back across the border into Catron and Grant counties. The threat to dam New Mexico’s last wild rivers comes from the NEW MEXICO COMSUMPTIVE USE AND FOREBEARANCE AGREEMENT. This gem of manipulating existing State of New Mexico water law is comprised of several Arizona irrigation districts, the San Carlos Apache Tribe, the Gila Indian Community, Phelps Dodge Corporation and the Dept. of Interior. The State of New Mexico has not signed on to this deal. Hopefully Governor Richardson will come through with his comments to prohibit damming of the Gila and San Francisco rivers. New Mexico State statute: ‘72-1-2. Water Rights’ defines beneficial use of water in New Mexico and clearly recognizes those claims to water filed before 1907, before New Mexico became a state in 1912.
Prior to 1907 the ‘prior-appropriation’ doctrine applied to water rights in the West. Black’s Law dictionary defines the term as: “The rule that, among the person whose properties border on a waterway, the earliest users of the water have the right to take all they can use before anyone has a right to it.”

Prior-appropriation water rights still apply today. The Dept. of Interior and the State of Arizona are betting most New Mexican’s are unaware of prior-appropriations as water law in their state. Or the Dept. of Interior is going cite treaty law with the Indians as having the oldest historical claim to New Mexico water. The problem with Indian treaty law is the tribes reservations fall within the sovereign state of Arizona, and thus are owned not by the tribe, but are federal lands housing a domestic sovereign population who are wards of the federal government, not the State of New Mexico. New Mexico is under no obligation to provide water for Indians living in Arizona. The project will also provide water for Tucson, AZ. Tucson needs water for development.

The New Mexico Consumptive Use and Forbearance Agreement (NMCUFA) states in its ‘Preamble’ that the State of New Mexico has “…notified the Secretary that it has elected to have facilities constructed or developed on the Gila River and the San Francisco River… authorized by sections 304(d) and (f) of the Colorado River Basin Project Act.”

The State of New Mexico has not signed this agreement and is not even a legal third party to it. The Preamble is based on presumption that the intent of the State of New Mexico is to provide water to Arizona by building dams on the Gila and San Francisco rivers. That ‘intent’ is being challenged by Governor Richardson.

Who gives the State of Arizona and the Dept. of Interior to presume to claim New Mexico water? The Global Equity Enforcement Court will entertain challenges and mitigation that might arise. Guess who the Global Equity Enforcement Court is. From the Preamble: “2.24 “Globe Equity Enforcement Court” means the U. S. District Court for the District of Arizona exercising continuing jurisdiction over the Globe Equity Decree.”

In section 12.0: ADMINISTRATION, we find this little gem:
“12.2 Measurements of stream flow and Diversions of surface water of the Gila River or the San Francisco River shall be recorded and transmitted through the use of telemetry equipment to the U.S. Geological Survey, or such other entity designated by the Technical Committee for such purpose.”

The use of telemetry equipment to record diversions of surface flow of the Gila and San Francisco by a federal agency in Catron and Grant counties reminds me of the ground telemetry/wolf-collar controversy with the Fish and Wildlife Service. Is the U.S. Geological Survey team now monitoring stream flow of these rivers using telemetry devices? Is this the reason ranchers in Catron county are denied the channels for their ground telemetry devices for monitoring radio-collared wolves?

I’m against building dams on these rivers. I read what American Rivers had to say about this project and I agree with this organization’s opposition to the project. I also add to my list of agendas to force ranchers out of Catron, Grant and Sierra counties the NMCUFA. Along with wolf reintroduction, the closing of the sawmill to preserve ‘critical habitat’ for the Mexican Spotted Owl; we now have the Arizona Water Wolf.

If they dam up those rivers and flood the canyons, won’t they destroy critical habitat for the owl? We have the Dept. of Interior and the State of Arizona, along with the New Mexico Department of Game & Fish reintroducing wolves in Catron and Grant counties. Since 2005 the plan to dam the Gila and San Francisco has been kicked around by the Dept. of Interior and the State of Arizona. I think this whole thing has always been about water. Capturing water, using legal-fiction or government fraud to intimidate or starve rural communities off their land.

WET WINTER IN ARIZONA CONTRADICTS EXPERTS CLAIM OF GLOBAL WARMING

Two articles tell different stories on global warming in Arizona. One article reports a wet winter in Arizona is the reason flowers are blooming and a record bee population is occurring in the Tucson area. Global warming 'experts' have sounded the alarm of honey bees disappearing because of global warming. The disappearance of honey bees is not in the article, but I remember reading it sometime back.

The second article, long and full of 'expert' research tells us global warming is destroying Arizona and we're all doomed. We can expect certain grasses to disappear, apple trees to produce reduced yields, and steering wheels in vehicles will be too hot to touch (thus global warming will be to blame for motor vehicle accidents).

Che and his army of 'revolutionaries murdered, tortured and imprisoned thousands of Central Americans and Cubans. Che brought to Central American and Cuba the communist invention of 'forced industrialization'. Forced industrialization is a Stalinist invention where able bodied populations are forcibly conscripted into the service of occupying communist troops, or in Che's case: revolutionaries. Those who were not deemed able bodied were simply executed or tortured to death. In 1982 I met an old man at Ft. Sherman, Panama. His hands and face were scared, as if he had been horribly burned. He spoke broken English, but good enough to understand his story. He had fled Columbia, after being set on fire by Che's revolutionaries for the crime of being too weak to endure the brutal conditions in one of Che's work camps. His family had died in the camps; victims of starvation and beatings. When he was no longer able to work he was set on fire and left to die in the jungle. He survived, left with excruciating pain for years and terrible scars. He was one of the living legacies of Che Guevara.
We see Che t-shirts in the protest marches full of illegals denouncing immigration policy of the United States. Either the protesters don't know the truth, ignore the truth about Che or condone his bloody reign of terror.

CESAR CHAVEZ: THE TRUTH



ORF says: The pro-illegal immigrant agenda falsely claims Cesar Chavez as 1)born in Mexico & 2) an early advocate for illegal immigrant 'rights'. The truth is Chavez was born in Yuma, AZ. He served in the U.S. Navy. Chavez and his followers chased illegals from Mexico out of the fields and grape vineyards with baseball bats. Chavez was not an advocate for illegal immigrants. In the late 60's Chavez had advocated for illegals. He saw the displacement of American laborers by the cheaper illegal laborers and switched his views. He was an American labor organizer who advocated for better working conditions and wages for AMERICAN LABORERS and not illegal laborers from foreign countries.

From Wikipedia...the other Cesar Chavez sites I read either omit his anti-illegal stance or falsley (lie) portray him as pro-illegal/pro-Mexican.

Immigration

The UFW during Chávez's tenure was committed to restricting immigration. César Chávez and Dolores Huerta fought a federal law that prohibited hiring illegal immigrants in 1973. Later during the 1980s, while Chávez was still the UFW president, Dolores Huerta, the cofounder of the UFW, was key in getting the amnesty provisions into the 1986 federal immigration act. [2].

On a few occasions, concerns that illegal migrant labor would undermine UFW strike campaigns led to a number of controversial events, which the UFW describes as anti-strikebreaking events, but which have also been interpreted as being anti-immigrant. In 1969, Chávez and members of the UFW marched through the Imperial and Coachella Valleys to the border of Mexico to protest growers' use of illegal immigrants as strikebreakers. Joining him on the march were both Reverend Ralph Abernathy and U.S. Senator Walter Mondale.[3] In its early years, Chávez and the UFW went so far as to report illegal aliens who served as strikebreaking replacement workers, as well as those who refused to unionize, to the Immigration and Naturalization Service.[4][5][6][7][8]

In 1973, the United Farm Workers set up a "wet line" along the United States-Mexico border to prevent Mexican immigrants from entering the United States illegally and potentially undermining the UFW's unionization efforts.[9] During one such event in which Chávez was not involved, some UFW members, under the guidance of Chávez's cousin Manuel, physically attacked the strikebreakers, after attempts to peacefully persuade the illegal aliens not to cross the border failed

Description

This property is a unit of the National Park System that includes more than 58,000 hectares (143,733 acres) at the northern end of the Chihuahuan desert. It was established to protect vast dunes of gypsum sand that have engulfed more than 176,000 acres--along with the plants and animals that have adjusted to this changed environment.

White Sands National Monument is the world's largest and best protected surface deposit of gypsum sand, unlike the far more abundant lake and seashore quartz sand dunes. Elsewhere in the world, most large gypsum-sand deposits have been heavily mined. Despite the current aridity of White Sands, which evolved over eons, it is biologically rich and diverse, with endemic species of animals, which afford exceptional opportunities for scientific research into evolution. The geology is an analog to that of Mars.


Satements of authenticity and/or integrity

Being somewhat inhospitable to widespread human settlement, the key features of White Sands have been little affected by agriculture, grazing, and military use, except for the increasing presence of mesquite, which has caused limited erosion.


Comparison with other similar properties

There are no gypsum deserts on the World Heritage List. Of the five desert sites inscribed, all exhibit dune formation, but the variety of dune features at White Sands is likely distinctive and wider than the other sites.

CBO Report Exposes Lieberman-Warner Bill’s $1.2 Trillion Tax Increase

WASHINGTON, DC – Sen. James Inhofe (R-Okla.), Ranking Member of the Environment & Public Works Committee, today commented on the Congressional Budget Office (CBO) cost estimate for the America's Climate Security Act – S. 2191 (Lieberman-Warner) global warming cap-and-trade bill.
"Today’s CBO analysis reveals that the Lieberman-Warner bill will impose a $1.2 trillion tax increase over the next 10 years," Senator Inhofe said. "As the economy continues to face uncertain times and as energy prices soar, this new analysis shows once again why this bill is wrong for America. CBO also says the bill would increase entitlement spending by $1.3 trillion over the next 10 years.
"Senator Boxer just does not get it. Recognizing the tremendous burden this bill would have on the economy, she is attempting to use fuzzy math to cover up the enormous tax increase American families will face. Knowing the bill as reported out of the EPW Committee would add significantly to the deficit, the sponsors of the bill slipped a secret amendment to CBO in order to claim the bill would have no impact on the federal budget. They hope the American public will focus on this budget gimmick instead of the enormous tax increase that this bill would impose. Adding insult to injury, hundreds of billions of the new entitlement spending will be controlled by an unaccountable seven person board."

Pope prays with victims of clergy sex abuse scandalWASHINGTON — As thousands packed into a Washington, D.C., stadium to see Pope Benedict XVI, U.S. Rep. Tom Tancredo attacked the pontiff for statements about immigration.

Tancredo, a Littleton Republican, accused the pope of welcoming illegal immigrants to the U.S. in order to build membership in the church.

The Catholic leader, while in Washington today, said: "I want to encourage you and your communities to continue to welcome the immigrants who join your ranks today, to share their joys and hopes, to support them in their sorrows and trials and to help them flourish in their new home."

Tancredo cited a March 1 editorial in the Wall Street Journal that said the Catholic Church "has been losing members rapidly — as much as a third of the native-born Catholic population. Meanwhile, it has gained members among foreign-born (mostly Latino) residents."

The Journal editorial added: "We'd encourage our friends on the right who want to limit immigration to consider the health of our churches."

"I suspect the pope's immigration comments may have less to do with spreading the gospel than they do about recruiting new members of the church," Tancredo said. "This isn't preaching; it is faith-based marketing."

Tancredo was raised Catholic but now attends Cherry Hills Community Church, an evangelical Christian church.

Here is a real eye opener for you.

Attached are pictures of our beautiful Sonoran Desert in AZ. This is another monster layup/rest area discovered by MCDC AZ Search & Rescue



We breathed a sigh of relief the day the Senate defeated the Amnesty Bill,

but the USA is still being invaded! We discovered one of the biggest layups ever found.

This layup area is located in a wash area approximately ¼ of a mile long just south of Tucson.


We estimate there are over 3000 discarded back packs in this layup area.

Countless water containers, food wrappers, clothing, and soiled baby diapers.

As you can see in this picture, fresh footprints leading right into it; we weren't too far behind them.



As I kept walking down the wash, I was sure it was going to end just ahead,

but I kept walking and walking, and around every corner was more and more trash!



And of course the trail leading out of the layup area heading NORTH to Tucson, then on to your town tomorrow.



The trash left behind by the illegals is another of the environmental disasters to hit the USA. Had this been done in one of our great Northwest Forests or Seashore National Parks areas there would be an uprising of the American people........but this is remote Arizona-Mexican border.

You won't see these pictures on CNN, ABC, NBC or the Arizona Repugnant. Nor will they mention the disease that comes from the human waste left in the desert. They do talk about light bulbs a lot though... This information needs to be seen by the rest of the country.

(Do the environmentalists know about this? If they do, why aren’t they squawking? If they are squawking, why don’t we hear about it?)

WOLVES

Wolves invigorate ecosystem

The lack of humanity and compassion displayed by Gov. Otter, the Idaho Fish and Game Department, Ron Gillett and the Idaho Anti-Wolf Coalition, ranchers and hunters regarding wolves is truly atrocious and reflects their glaringly deficient education.

None of them possess the honorableness, nobility, courage, and self-reliance of a magnificent wolf. Nor are they and their hideous self-serving proposals and actions in any sense manly or admirable. They haven't even learned the fundamental fact of all life: its desire to live.

Wolves kill to live and feed themselves and are keystone species, invigorating the ecosystems they inhabit. Those above will ruthlessly slaughter some 600 wolves (after delisting) for the conveniences and false claims of Idaho officials, ranchers and hunters (and the state will do all it can to destroy Idaho's last roadless wilderness - the habitat of wolves and other valuable species, as well as a crucial asset in fighting global warming) without an ounce of sympathy for their suffering brought on by their ignorance and the inhumaneness of their acts.

The words of Albert Schweitzer disgrace this so-common type of Idaho manhood: "It is man's sympathy with all creatures that first makes him truly a man."

BILL MAHER: POPE RUNS 'CHILD-ABUSING' CULT

'Nazi' Pope Runs 'Child-Abusing Cult,' Says HBO's Maher

(CNSNews.com) - Comments by HBO's Bill Maher insulting the Pope and calling Catholicism a "cult" that promotes "organized pedophilia" have stirred resentment among many American Catholics upset he would say this the week before Pope Benedict XVI visits the United States.

The comments were made on HBO's "Real Time with Bill Maher" on Friday, Apr. 11. Maher went into a long monologue on his program comparing the Catholic church to a polygamous cult -- the Fundamentalist Church of Jesus Christ of Latter-Day Saints -- which was raided on Apr. 3 and whose founder, Warren Jeffs, was convicted last year for being an accessory to the rape of a teenage girl.

Bill Maher compared the Texas scandal and its latest alleged abuse with the sexual abuse scandal that rocked the Catholic Church in the United States in 2002.

"I'd like to tip off law enforcement to an even larger child-abusing religious cult," Maher told his audience. "Its leader also has a compound, and this guy not only operates outside the bounds of the law, but he used to be a Nazi and he wears funny hats. That's right, the Pope is coming to America this week and, ladies, he's single."

Catholic League President Bill Donohue responded that Maher "lied when he said the Pope 'used to be a Nazi.' Like all young men in Germany at the time, he was conscripted into a German Youth organization (from which he fled as soon as he could). Every responsible Jewish leader has acknowledged this reality and has never sought to brand the Pope a Nazi. That job falls to Maher."

Maher, a political liberal, has often been a magnet for controversy, making audacious statements targeting religion in general and ridiculing Christians especially. His mother was Jewish but he says that he "was raised Catholic."

On May 24, 2002, Maher told CNN's Larry King Live: "I never even knew I was half-Jewish until I was a teen-ager. I was just so frightened about the Catholics and everything that was going on there in the church -- and I was never, you know, molested or anything. And I'm a little insulted. I guess they never found me attractive. And that's really their loss."

Last year, Maher made news after strongly implying on his HBO show that the world would be a better place if Vice President Dick Cheney had been assassinated. "I have zero doubt that if Dick Cheney was not in power, people wouldn't be dying needlessly tomorrow," Maher said on Mar. 5. "I'm just saying if he did die, other people, more people would live. That's a fact."

On his May 18, 2007 edition of "Real time with Bill Maher," the host compared communion to homosexual oral sodomy and called for turning homosexuality into a religion.

"Gay men, don't say you're life-partners, say you're a nunnery of two," said Maher. "We weren't having sex officer, I was performing a very private Mass, here in my car. I was letting my rod and my staff comfort him. Take this and eat of it, for this is my roommate, Barry. ...

"And for all those who truly believe there is a special place for you in Kevin. And speaking of Heaven, one can only hope that as Jerry Falwell now approaches the Pearly Gates, he is met there by God Himself, wearing a Fire Island muscle shirt, and nut-hugger shorts, and saying to Jerry in a mighty lisp, 'I'm not talking to you.'"

Maher frequently has well-known celebrities, politicians, and journalists on his program.

Mary Ann Kreitzer, president of the Catholic Media Coalition, an umbrella group of Catholic organizations, called the comments, "a horrifying anti-Catholic diatribe."

"Poor Bill Maher. We'll pray for him," Kreitzer told Cybercast News Service. "Talk about hate speech."

Regarding the contents of his comments, she noted that one percent of priests were pedophiles, less than the number of pedophiles in U.S. public schools and other institutions.

Maher, last Friday, further said: "If you have a few hundred followers, and you let some of them molest children, they call you a cult leader. If you have a billion, they call you 'Pope.' It's like, if you can't pay your mortgage, you're a deadbeat. But if you can't pay a million mortgages, you're Bear Stearns and we bail you out. And that is who the Catholic Church is: the Bear Stearns of organized pedophilia -- too big, too fat."

"When the current Pope was in his previous Vatican job as John Paul's Dick Cheney, he wrote a letter instructing every Catholic bishop to keep the sex abuse of minors secret until the Statute of Limitations ran out," said Maher. "And that's the Church's attitude: 'We're here, we're queer, get used to it,' which is fine, far be it from me to criticize religion. But just remember one thing: If the Pope was -- instead of a religious figure -- merely the CEO of a nationwide chain of day care centers, where thousands of employees had been caught molesting kids and then covering it up, he'd be arrested faster than you can say 'who wants to touch Mr. Wiggle?'"

Maher's comments about the Pope were vicious and false, said Donohue, as Pope Benedict XVI was never involved in the sex scandal cover-up.

"The fact is that, before he was named pope, Joseph Cardinal Ratzinger (Benedict XVI) had absolutely nothing to do with policing allegations of sexual abuse until 2002, after the scandal erupted that January," Donohue said in a statement. "And he certainly never counseled bishops to keep sexual abuse secret-this is a bald face lie. Indeed, a week before Pope John Paul II died, he addressed the scandal by saying, 'How much filth there is in the church, even among those who, in the priesthood, should belong entirely' to God."

Kreitzer believes that celebrity guests that appear on Maher's show should rethink appearing on the program considering Maher's comments.

"We ask everybody else to apologize and some people make one comment and they get fired," Kreitzer said. "There was nothing accidental about Maher's comments. They were deliberately inflammatory."

But what's more important than getting an apology is helping Maher understand the truth, said Hugh Owen, director of the of the Kolbe Center for the Study of Creation.

"It's hard to apologize when you think you've done nothing wrong," Owen told Cybercast News Service. "More important than forcing an apology, which usually comes down to economic pressure, is that the truth be presented to Mr. Maher."

Owen also addressed Maher's comments on the sex-abuse scandal.

"Yes, there are church leaders that acted in immoral and sometimes evil ways," Owen said. "The solution is not to follow Mr. Maher and say all religion is bunk. The solution is to remain faithful to Jesus Christ and remain in the church and work for the restoration of the church."

Rational people don't engage in such rhetoric as Maher, said Father Francis deRosa of St. Louis Catholic Church in Alexandria, Va., adding that Protestant Christians, Muslims, Jews and even atheists can have dialogue with the church and respect the Pope.

"It's very unprofessional and reveals a deep inner turmoil," deRosa told Cybercast News Service. "It was a loud insult to a billion people, really more, because the Pope is respected by many people who aren't Catholics."

PROBABLY ONE OF THE MOST INEFFICIENT WAYS TO HUNT GLORIFIED BY WORLD HERITAGE SITE

Before the introduction, or 'reintroduction' of the horse by Europeans; Native Americans would stampede buffalo herds over a cliff, killing far more animals than they could possibly use. Archeologists have excavated sites at the bottoms of cliffs where thousands of intact and broken buffalo skeletons have been found. The majority of these skeletons were left by animals that fell to their death or were injured and left dying or to be eaten by predators.

Group cites climate change in fight for frog protections

ALBUQUERQUE -- Environmentalists are suing the federal government over protections for a threatened frog found only in New Mexico, Arizona and a small part of Mexico, arguing that the amphibian is just one of many species facing increasing pressures due to climate change.

...Fish and Wildlife spokeswoman Elizabeth Slown [wife of John Slown who was in Alamogordo for the Wolf Meeting] ... added that the frog can be found living around stock tanks and that the agency has received help from private landowners who don't mind the frog's presence. ...


It appears the rational course of action would be to have more stock tanks. Suppose Fish and Wildlife will come up with that alternative? Course not; too simple, too inexpensive and does not require bunches of bureaucrats to accomplish success.

The U.S. Fish and Wildlife Service today proposed to list the Chiricahua leopard frog as threatened under the Endangered Species Act because it is imperiled by non-native predators, disease, loss of habitat, and potential natural events such as floods and drought. A species is designated as threatened when it is at risk of becoming an endangered species throughout all or a significant portion of its range.
Today's proposal includes a special rule encouraging cattlemen to continue their regular management of livestock tanks that are harboring leopard frog populations.

The Chiricahua leopard frog is a medium-to-large sized frog from 2.5 to 4 inches in length. It is spotted and often greenish with a raised fold of skin running down each side of the back. The frog is found in ponds, streams, stock tanks, and other aquatic sites in the mountains of central and east-central Arizona and west-central New Mexico, and in the mountains and valleys of southeastern Arizona and extreme southwestern New Mexico. The species is also known from several sites in Chihuahua, and from single sites in Sonora and Durango, Mexico....
