TITLE 34: EDUCATION: PROGRAM FRAUD AND CIVIL REMEDIES ACT
A person who is in this country illegally and uses a fake name, or their real name; who does not reveal their immigration status (legal or not), then the probability of their acquiring services and funds through American schools probably constitutes fraud.
