Please take a look at the USDA spread sheet attached showing monies spent and needed to complete the National Animal Identification System - NAIS. It is broken down by state and was sent to me by Ronnie Merritt. I recall citizen communications to Otero County regarding NAIS several years ago and all were opposed.
When our universities, tribes and associations are getting money from USDA, just how free are their staffs/members to oppose the NAIS and keep their jobs and reputations?
As elected representatives you have the obligation to speak the will of your constituents with no threat of job loss or damage to your reputation, in fact just the opposite. That is the beauty of our system.
The same USDA (USFS) asks Otero County to participate in RACs, cooperative agreements, etc. It appeared Thursday 3/19/09 that USFS has little respect for our county by making this latest request with such short notice - one involving participation with other counties in use of Title (?) monies in Lincoln and Gila Forests. This was not even discussed at the work session prior to the regular meeting. Otero County has ordinances requiring agencies to notify Otero County of any plans in land use even in early discussions.
Has Ms. Buchannan, and the other agency heads, been made aware of these ordinances? In writing? Since we have ordinances that are not being enforced uniformly it does harm to Otero County's credibility and ability to do the work of the people. Surely we can all agree on that?
