Before he enter on the execution of his office, he shall take the following oath or affirmation: "I do solemnly swear (or affirm) that I will faithfully execute the office of President of the United States, and will to the best of my ability, preserve, protect, and defend the Constitution of the United States."


The case could be made that Obama has violated the oath of the office of the Presidency of the United States in not closing the borders at the threat of a global pandemic of the Mexican flu, the violations of the U.S. Constitution in the CIFTA, and his refusal to clarify the circumstances of his birth. Think about it.

STRATEGIES IMPLEMENTING AGENDA 21

Bruce W. says: What's become alarmingly clear is the failure of this globalization of governments in Latin America. What else would explain the northward migration of unskilled, uneducated and uncared for peoples who enter the United States illegally?


LOCAL AUTHORITIES' INITIATIVES IN SUPPORT OF AGENDA 21
PROGRAMME AREA

Basis for action

28.1. Because so many of the problems and solutions being addressed by Agenda 21 have their roots in local activities, the participation and cooperation of local authorities will be a determining factor in fulfilling its objectives. Local authorities construct, operate and maintain economic, social and environmental infrastructure, oversee planning processes, establish local environmental policies and regulations, and assist in implementing national and subnational environmental policies. As the level of governance closest to the people, they play a vital role in educating, mobilizing and responding to the public to promote sustainable development.

Objectives

28.2. The following objectives are proposed for this programme area:

(a) By 1996, most local authorities in each country should have undertaken a consultative process with their populations and achieved a consensus on "a local Agenda 21" for the community;

(b) By 1993, the international community should have initiated a consultative process aimed at increasing cooperation between local authorities;
(c) By 1994, representatives of associations of cities and other local authorities should have increased levels of cooperation and coordination with the goal of enhancing the exchange of information and experience among local authorities;

(d) All local authorities in each country should be encouraged to implement and monitor programmes which aim at ensuring that women and youth are represented in decision-making, planning and implementation processes.

Activities

28.3. Each local authority should enter into a dialogue with its citizens, local organizations and private enterprises and adopt "a local Agenda 21". Through consultation and consensus-building, local authorities would learn from citizens and from local, civic, community, business and industrial organizations and acquire the information needed for formulating the best strategies. The process of consultation would increase household awareness of sustainable development issues. Local authority programmes, policies, laws and regulations to achieve Agenda 21 objectives would be assessed and modified, based on local programmes adopted. Strategies could also be used in supporting proposals for local, national, regional and international funding.

28.4. Partnerships should be fostered among relevant organs and organizations such as UNDP, the United Nations Centre for Human Settlements (Habitat) and UNEP, the World Bank, regional banks, the International Union of Local Authorities, the World Association of the Major Metropolises, Summit of Great Cities of the World, the United Towns Organization and other relevant partners, with a view to mobilizing increased international support for local authority programmes. An important goal would be to support, extend and improve existing institutions working in the field of local authority capacity-building and local environment management. For this purpose:

(a) Habitat and other relevant organs and organizations of the United Nations system are called upon to strengthen services in collecting information on strategies of local authorities, in particular for those that need international support;

(b) Periodic consultations involving both international partners and developing countries could review strategies and consider how such international support could best be mobilized. Such a sectoral consultation would complement concurrent country-focused consultations, such as those taking place in consultative groups and round tables.
28.5. Representatives of associations of local authorities are encouraged to establish processes to increase the exchange of information, experience and mutual technical assistance among local authorities.

Means of implementation

A) Financing and cost evaluation

28.6. It is recommended that all parties reassess funding needs in this area. The Conference secretariat has estimated the average total annual cost (1993-2000) for strengthening international secretariat services for implementing the activities in this chapter to be about $1 million on grant or concessional terms. These are indicative and order-of-magnitude estimates only and have not been reviewed by Governments.

B) Human resource development and capacity-building

28.7. This programme should facilitate the capacity-building and training activities already contained in other chapters of Agenda 21.

I can understand the desire of a nation where poverty, corruption and disregard for the environment, would lead towar an inclination for direction from the U.N. I'm wondering about how successful LA21 has been in Brazil and Cuba.

The Che Guevara and the Future of Liberty by Alvaro Varas Llosa: 2006/The INDEPENDENT PRESS.

Chap. 3, Latin American Liberalism-A Mirage?

Llosa writes an essay on the history and current state of Latin America's economy and political chaos. He does not mention the U.N. or Agenda 21. It's a short read and worth the time for another opinion of the state of the world where Agenda 21 has been implemented.

COUNCIL – 27TH JUNE 2005

REVIEW OF BRIDGNORTH DISTRICT COMMUNITY STRATEGY


1.0 Wards affected - all

2.0 Purpose of the report

2.1 To set out for, and seek Member’s approval of the review of the Bridgnorth District Community Strategy.

3.0 Recommendations:

3.1 That Full Council adopts the Draft Bridgnorth District Community Strategy set out in the Yellow Appendix.

4.0 Background

4.1 In 2004 a planned review of the Integrated Community Strategy meant implementing a review of all District Community Strategies.

5.0 Key Issues

5.1 At Community Improvement Committee on 1st June 2005 Members endorsed the strategy for adoption by Full Council.

5.2 Members should be aware that comments made at Community Improvement Committee and ongoing consultation since have meant that minor changes have been made to the strategy.

5.3 Minor changes made since Community Improvement Committee are as follows:

• Welcome Section (Pg 4): reworded;
• Partnership Working Section (Pg.5): More emphasis given to make clear who the ‘we’ throughout the document is;
• Housing (Pg.16): Changes to:
o Affordable Housing statement which originally focussed on housing to rent, now encompasses all housing options. It also places more emphasis on the rural housing needs agenda;
o setting up a ‘foyer’ changes to setting up young people’s supported accommodation which allows more choice;
o Housing Landlords Forum more clearly labelled as Private Housing Landlords Forum.



6.0 Reasons for Recommendations

6.1 As part of the review of the Integrated Community Strategy and to meet the statutory obligation on local authorities to produce a Community Strategy.

7.0 Financial, Staffing Implications, Crime and Disorder, Local Agenda 21, Legal, Equalities, Human Rights and Health and Safety Issues

7.1 Financial Implications
Any financial implications for the Council will be reported through the Committee cycle.

7.2 Staffing Implications
The Corporate Policy Team and Partners of the Bridgnorth District Community Partnership have taken forward the work on the Community Strategy. Other officers across the Council are directly involved with Pillar groups and actions arising from the strategy may impact on officer time.

7.3 Crime and Disorder
Any Crime and Disorder implications in this strategy are addressed through the Community Safety Strategy.

7.4 Local Agenda 21
The work involved in carrying out the actions for and on behalf of Bridgnorth District Community Partnership will enable it to be a champion for Local Agenda 21 action and sustainability throughout the district of Bridgnorth, which in turn has both positive local and global implications.

7.5 Legal
Local Authorities are required to produce community strategies under Part 1 of the Local Government Act 2000.

7.6 Equalities, Human Rights and Health and Safety
Bridgnorth District Community Partnership is committed to equality, fairness and accountability making it an advocate for Equalities, Human Rights and Health and Safety legislation and issues.

I found this in the 2005 PAN-AMERICAN HEALTH ORGANIZATION'S publication of their conference that year. While patting themselves on the back for implementing the 1992 RIO UN Conference of Enviroment and Development, this pops up:

2.5 Protection of medical missions during armed conflict (WHA55.13)
Resolution WHA55.13 expresses deep concern from recent reports of increasing
attacks on medical personnel, establishments and units during armed conflict; views with
alarm the extent to which civilian populations are being affected as a consequence of
such attacks; and recognizes the benefits of ceasefires brokered for national
immunization days. It calls on all parties to armed conflicts fully to adhere to and
implement the applicable rules of international humanitarian law and urges Member
States to condemn all attacks directed at health personnel and to promote actions that
ensure the safety of health personnel. It requests the Director-General to promote the
protection of and respect for health personnel and establishments and to liaise closely
with the competent organizations of the United Nations system, together with the
International Committee of the Red Cross, the International Federation of Red Cross and
Red Crescent Societies, and other relevant intergovernmental and nongovernmental
bodies.
