Direct quotes, this time from United Nations Environment Programme World Conservation Monitoring Centre: (See Step Four, Group Four of IUCN Evaluation Procedure in the Operational Guidelines.) If you do not know what harmonization is when used in this context, please educate yourself. It has nothing to do with unity, peace and friendship but everything to do with compliance to International Law.
"Harmonized Reporting
Each international agreement places a certain number of requirements on contracting parties. These include the requirement to periodically submit national reports and other information. As a country may be party to a wide range of international agreements, it could be required to submit a significant amount of information. This can be quite a burden, particularly if the various reporting processes are not well coordinated at the national level.
Meanwhile there is only limited collaboration between the secretariats of the international agreements to harmonise and streamline their approaches to the collection, management and use of information. This is recognised, and efforts are underway to improve the situation.
UNEP has been working with a range of countries and convention secretariats to review and test different ways of achieving increased harmonization and streamlining. This website provides information on these approaches and links to other relevant websites."
If you are starting to get the impression that this is a very complicated process, congratulations. This entire website is fascinating:
