Before he enter on the execution of his office, he shall take the following oath or affirmation: "I do solemnly swear (or affirm) that I will faithfully execute the office of President of the United States, and will to the best of my ability, preserve, protect, and defend the Constitution of the United States."


The case could be made that Obama has violated the oath of the office of the Presidency of the United States in not closing the borders at the threat of a global pandemic of the Mexican flu, the violations of the U.S. Constitution in the CIFTA, and his refusal to clarify the circumstances of his birth. Think about it.

US drivers would pay a 50-US-cent (57 Aust cents) tax on each gallon (3.8L) of petrol they pump to encourage less fuel use and cut greenhouse gas emissions, under draft legislation to fight global warming released today.

"In order to reduce greenhouse gas emissions and make the planet safe and healthy for future generations it will take a significant investment from all of us," said Representative John Dingell, the powerful chairman of the House Energy and Commerce Committee.

"A fee on carbon emissions requires a tithe from all citizens and industries, but no one entity will be unfairly levelled with a devastating burden," Mr Dingell said about his climate change proposal.

The fuel tax, which would also be tacked onto a gallon of jet fuel, would be phased in over five years and then adjusted for inflation.

Diesel fuel, which produces 20 per cent fewer emissions than petrol, would be exempt from the tax, as would biofuels that do not contain petroleum.

Before introducing a formal bill, Mr Dingell said he was seeking feedback from the public and other interested parties on his current proposal.

There would also be a $US50 ($A56.92) tax on each ton of carbon produced from coal, petroleum and natural gas. This would also be phased in over 5 years and adjusted for inflation.

The money from the petrol tax would go into the federal highway trust fund to pay for roads and mass transit. The jet fuel tax would be used to improve airports.

Mr Dingell's proposal would also phase out the mortgage interest deduction from taxable income on loans for large houses over 3,000 square feet (278.7 square metres) and eliminate the tax benefit for homes over 4,200 square feet (390 square metres).

He said while new bigger homes are more energy efficient than smaller ones built years ago, the so-called "McMansions" are usually located in the suburbs, requiring longer commutes that lead to dramatically more energy use.

To help lower-income families offset the higher tax on fuels, the federal earned income tax credit would be expanded to allow people to make more money before they are no longer eligible for the benefit.

Mr Dingell's proposal was released as the Bush administration opened a two-day conference that brought together representatives from the world's biggest emitters to discuss ways to fight global warming.

Quebec 'green' tax takes effect

MONTREAL -- Starting today, the price of diesel in La Belle Province will be almost a penny more.
Quebec's controversial carbon tax has kicked-in. To help reach Kyoto targets, the province is implementing taxes on energy companies, and hiking the price of diesel by 0.9 cents per liter (0.8 cents for gas) at the pumps.

The green tax is expected to raise about $200 million yearly to finance the province's environmental agenda.

The tax was predictably met with complaints from manufacturing industries, petroleum companies, trucking carriers, and the traveling public.
