The OTERO COUNTY SOVEREIGN HERITAGE SITE COMMITTEE HAS NOMINATED WHITE SANDS NATIONAL MONUMENT FOR DESIGNATION AS AN OTERO COUNTY SOVEREIGN HERITAGE SITE.
The comment period for the public to express their views as to the potential nomination by the OTERO COUNTY SOVEREIGN HERITAGE SITE COMMITTEE has begun. The comment period extends from Nov. 14th, 2007 to Dec. 13th, 2007. Comments may be posted in the comment section of this post.

DOI and public participation and the bottom of the page: These look like policies. Please never, never assume that a policy or guideline is the law. Only the naive would feel bound by federal agency policy/guideline. That is the purpose in part. Federal employees know they can refer to and use guidelines when it suits them. When it does not, they will be the first to point out that it is not the law, sue us.
Now about the Otero County Sovereign Heritage Committee. Will we be bound by laws, honor or "monkey see, monkey do" and use the long skirt of guidelines to hide under?
