One of the obstructionist tactics environmentalists and NGO's use in their agenda of detrimental reliance, or portraying Citizens of a sovereign state opposing illegal expansion of federal authority and jurisdiction, is to state the Citizen or Citizen group or community is anti-wolf, anti-minnow, anti-surrogate species. A surrogate species is an animal chosen to fill the criteria of (1) an endangered species, like the Mexican Gray Wolf or the Mexican Spotted Owl (2) justifying the designation of critical habitat, imposed on state and private lands by a federal agency (3) litigation filed by NGO's intended to regulate or prohibit land use whether it be federally administered land use, state land or privately owned land (4) portray a group of state Citizens or a community of practices that damage the environment or lend to diminish a surrogate species and to use this detrimental reliance as part of a public relations campaign to raise funds, raise public awareness and gather support based on a lie, and liable entire communities with lies based on junk science (5) mislead Citizens of a sovereign state into accepting federal jurisdiction in a federal court when the litigation should be heard in a state district court and (6) destroy rural communities and and individuals ability to economically survive.
