The Army Corps of Engineers proposed buying 17,000 homes in Bay St. Louis, MS. The homes were damaged or destroyed in Hurricane Katrina. Now the proposal is down to 3000 homes. The Corps will turn the area into protected wetlands. Home owners in the area are stunned. Is this another environmental land grab forcing population shift? Did 17000 home owners anticipate FEMA loans or some sort of government buyout? Will 14000 home owners be forced to relinquish their property rights to a government program of wetlands creation? Will another surrogate species surface in coastal Mississippi?
