ALBUQUERQUE (ORF)-The Center for Hysterical Diversity has given notice it intends to sue the U.S. Wish Some Wildlife Service for failure to maintain critical habitat for the endangered Wolf Gourd. The CHD claims the WSW has failed to adapt its management of wild lands to accommodate for climate change in the American southwest. The group plans to sue for reintroduction of the endangered gourd to areas of Arizona and New Mexico. The Wolf Gourd’s historical range includes most of the southwestern states and northern Mexico. Currently the Wolf Gourd is only grown in gardens and parks. The environmental group claims the Wolf Gourd was once the prominent feature of American wilderness, citing historical records of early settlers who encountered Wolf Gourds growing as far as the eye could see.

The group also announced it will be suing every city and town with sea ports on the Pacific Ocean geographically. The suit will be to protect drinking water for whales.
In this suit the group claims activity in sea ports around the globe have diminished the supply of clean drinking water for all species of whales. A new report issued by the scientific division of the Center for Hysterical Diversity claims whales that beach themselves are looking for clean water to drink.

Ten years ago, almost to the day, Jamie Rappaport Clark walked through the snow in Arizona's Apache National Forest to release 11 Mexican wolves into the wilderness. At the time, Clark directed the U.S. Fish and Wildlife Service and was confident she was beginning another successful effort to reintroduce wolves into the wild. Now, as executive vice president of the advocacy group Defenders of Wildlife, she is growing despondent about whether the experiment will succeed.

"I actually released those doggone dogs," she recalled in a recent interview. "It's so screwed up, it's sad. Talk about snatching defeat from the jaws of victory."

The uncertainty surrounding the Mexican gray wolf, also known as el lobo, highlights the challenge of meshing conservation with politics. While biologists and zookeepers have saved the Mexican wolf, the most genetically distinct subspecies of gray wolf in North America, federal managers are struggling to translate this success into a working recovery program in the field.

Mexican wolves, which once roamed in the Southwestern United States and Mexico, saw their numbers plummet as Americans moved West and Mexicans developed their land. In 1976 the wolves were placed on the endangered species list; four years later researchers estimated that there were fewer than 50 in four separated Mexican states, and these have now disappeared.

In the late 1970s and early 1980s, the Fish and Wildlife Service paid a trapper named Roy McBride to capture several Mexican wolves south of the border. That group of five, which has expanded in captivity to more than 300, is the source of every Mexican wolf that now exists in the United States, posing a genetic challenge for biologists hoping to help the species recover.

"Anytime you have a bottleneck, a certain amount of genes are lost," said John Oakleaf, Fish and Wildlife's Mexican wolf field coordinator.

At first glance, there is no reason that Mexican wolves should not make the same sort of robust recovery that gray wolves have made in the northern Rockies. But the northern wolves have more than three times as much quality habitat as the wolves in the Southwest. And a trickier problem government officials face is that the politically influential ranching community in the Southwest has opposed the wolves' reintroduction, and the officials, in seeking to accommodate those interests, have satisfied no one.

Early in the process, federal officials created what Oakleaf called "artificial boundaries where wolves can be present or not" -- if a wolf goes beyond the official Blue Range Recovery Area, which spans 9,290 square miles, it is relocated. In addition, in 2005, Fish and Wildlife put into place "standard operating procedure 13.0," which calls for the permanent removal of wolves that come into conflict with livestock.

As a result, federal officials have been taking wolves out of the recovery area even as they've been putting them in: Fish and Wildlife has released nearly 100 Mexican wolves over the past decade, but as of last year they had counted at least 117 as removed, roughly half of them because of conflicts with cattle. Others were counted as removed because they had died. At the end of 2006, Fish and Wildlife predicted that 102 wolves, including 18 breeding pairs, would live in the wild, but the most recent survey shows that the current group numbers 52, including just four breeding pairs.

"It's like stocking a trout pond," said Eva Sargent, who directs the Southwest program for Defenders of Wildlife. "It ain't the wolves -- they're good at being wolves. It's overzealous enforcement by the agency."

Brian Millsap, Fish and Wildlife's acting assistant director for ecological services in the Southwest, said that he and other officials recognize there are problems with the wolf-removal policy but that the phalanx of groups helping manage the species' recovery -- including the U.S. Forest Service, the White Mountain Apache Tribe, and New Mexico's and Arizona's Game and Fish departments -- have not reached a consensus on what to do instead.

"What the right answer is, what's the best approach to take, is not universally agreed to," Millsap said.

While studies indicate that Mexican wolves get more than 80 percent of their sustenance from elk and deer, and a federal survey from 1998 to 2003 showed that the wolf population killed an average of four head of livestock a year, ranchers view them as a serious problem. Defenders of Wildlife compensates ranchers for verified wolf kills.

"I'd really like to see them gone," said Barbara Marks, who chairs the Arizona Cattle Growers' Association's wildlife committee and operates a cattle ranch with her husband that includes 225 acres of private property and 71,775 acres of public land. "In the middle of the night you wake up in a cold sweat when you hear your dogs barking, wondering if something's wrong."

In light of such opposition, federal officials say they need to remove problem wolves, without regard to whether they might be genetically valuable. While officials do not release into the wild any wolf that lacks a genetic duplicate in captivity, a number of scientists raising Mexican wolves in zoos argue that officials should declare a moratorium on killing the animals in the Blue Range Recovery Area because it is undercutting the wild population's genetic diversity.

Although an independent scientific panel informed the Fish and Wildlife Service that the recovery area could easily support more than 250 wolves, and possibly as many as 468, the agency's director, Dale Hall, said the continuing conflicts with livestock make him question the extent to which the population can expand beyond its current number.

But John Horning, executive director of the advocacy group WildEarth Guardians, said scientific findings have charted a clear path toward accomplishing the job Clark started a decade ago.

Instead, he said, "We are really facing the second extinction of the Mexican gray wolf in the wild."

RATON — Reintroducing the gray wolf to the wilds of northern New Mexico was bound to raise a few eyebrows and turn a few heads.
Residents of Colfax County came to voice support for the county’s position on the issue and to show opposition to gray wolves being set free in the county. Ordinance 2008-1 was discussed during a special meeting that took place Tuesday April 1. Barbara Miller, a resident of Colfax County, voiced concern that the local government needs to stand up to the federal government.
“The rights of private property owners and residents’ way of life need to be taken into consideration,” Miller said. “The federal government doesn’t know what’s right for our communities.”
Ordinance 2008-1 “would prohibit the import or release of certain genera, specifically predators of the canis, ursus and felis genera, within the boundaries of Colfax County. Such an ordinance will serve a valid public purpose and will otherwise serve to promote the prosperity, public health, safety and welfare of the residents of the county.”
John King, a local rancher and member of New Mexico Cattle Growers, stated the county cannot let the federal government and environmentalists “overrun our lives” and the production of food.
“There needs to be concern for the safety of kids,” King said.
Section two of the ordinance says it is unlawful for any person, firm or entity to import for release into the wild within the boundaries of Colfax County. Penalties would be placed upon any firm or entity convicted of a violation of the ordinance. Parties found in violation would be guilty of a petty misdemeanor and would be “fined $300 and/or imprisonment of up to 90 days.”
Steve Boyce of the Express UUBar Ranch also gave his support to the county by stating, “property rights need to be defended.” Bob Ricklefs of Philmont Scout Ranch echoed Boyce’s sentiment.
“The federal government needs to look at what it is doing to people in rural areas,” Ricklefs stated. He also mentioned that he knows of dogs and horses that were killed by wolves and children that were chased.
Reintroducing the gray wolf has been in the works since the early 1970s. According to the U.S. Fish and Wildlife service Web site, in 1976, the Mexican wolf, a subspecies of gray wolf, was listed under the Endangered Species Act of 1973. On March 29, 1998, captive-reared Mexican wolves were released to the wild for the first time in the Blue Range Wolf Recovery Area.
Colfax County Commissioner Bill Conley stated that the New Mexico Association of Counties supports counties adopting ordinances against the reintroduction of wolves. The board voted unanimously to approve Ordinance 2008-1.

WOLF KILL IN CATRON COUNTY 04-07-08 REPORTED BY JESS CAREY

Hi all, Today, 04-07-08 there was another calf killed by wolves (confirmed). I attached three photographs of the calf remains so you could see what was left after wolves killed and fed on it. This two week old calf had numerous bite sites on the neck, head, right and left shoulders and front legs. As you can see the calf is missing from just behind the shoulder area. When found the calf had been dead approximately 10 hours or less. Also when found, it was reported that six wolves were feeding on the calf carcass. The male of the pack did not want to leave and scared one of the people present. If this calf had not been found when it was, it would have been a "Missing Calf" within a twenty four hour period. A missing calf is a total loss for the rancher. Why? Because there is no evidence to meet the standard of confirmation by AMOC. Are there any protective measures to protect the rancher form missing calves...NO. Small calves can be consumed by wolves in a very short time with no remains left. There were numerous bit sites with corresponding hemorrhage on the calf. Canine spreads ranged; 47.02mm, 44.16mm, 40.54mm, 39.31mm, and 38.05mm. These canine spreads indicate there were several wolves in on the killing of the calf. With this evidence of multiple wolves, will a strike be assessed to all the wolves involve? I find the evidence indicates at least three wolves committed the depredation. IFT members Ground Telemetry confirmed the "Middle Fork" wolf pack, AM871 and AF861. I used my ground telemetry receiver and the wolf collar channels for AM871 and AF 861 that I had received prior to the ban on releasing channels by the NMDGF. I could not receive either wolf signal. I did receive one strong signal, but that channel was not assigned to any wolf I have knowledge of.Later, I was told that one of the collars of Middle Fork wolf pack had been changed. What has the rancher provided to the Mexican Wolf Recovery Program? The answer is simple, hundreds of cows and calves with no compensation due to totally missing cows and calves, canine spreads with corresponding hemorrhage destroyed by feeding wolves, and advanced decomposition where the evidence is lost to confirm a wolf depredation. There were three categories of wolf-animal depredations; Confirmed, Probable, and Possible. Now there is only confirmed and Probable. Possible was removed by AMOC. I feel this was based on having to many wolf-animal related incidences. Lower the wolf related incident numbers by removing one of categories. This will change the statistics, but will not change the depredations on the ground. County Sheriff Can Bust Big Bro

The duly elected sheriff of a county is the highest law enforcement official within a county. He has law enforcement powers that exceed that of any other state or federal official.

This is settled law that most people are not aware of.

County sheriffs in Wyoming have scored a big one for the 10th Amendment and states rights. The sheriffs slapped a federal intrusion upside the head and are insisting that all federal law enforcement officers and personnel from federal regulatory agencies must clear all their activity in a Wyoming County with the Sheriff’s Office. Deja vu for those who remember big Richard Mack in Arizona.

Bighorn County Sheriff Dave Mattis spoke at a press conference following a recent U.S. District Court decision (Case No. 2:96-cv-099-J (2006)) and announced that all federal officials are forbidden to enter his county without his prior approval ......

"If a sheriff doesn’t want the Feds in his county he has the constitutional right and power to keep them out, or ask them to leave, or retain them in custody."

LETTER FROM JESS CAREY CONCERN ABOUT WHO CONTROLS WOLF COLLAR RADIO CHANNELS

April 5, 2008

Hi all, I am writing to you and every County so you all will know what is currently being applied to you and in the future. As always, you, your children, your pets, and your livestock are at risk from the total attitude of most of the IFT members and most of the AMOC members. The attitude is "you, your children, your pets and your livestock are a threat to the Mexican Wolf Re-introduction Program and wolves in general". All this is based on the assumption that you might go out and harm a wolf. But the greater threat is you are going to scream real loud to the public, call your elected congressional representatives that wolves have killed your pets, caused psychological trauma to your children, and killed your livestock causing economic loss. This has to be watered down as if it never happened. As you know the new papers are the best venue they use with an authoritative voice to discredit documented damage by wolves. The problem with their type of thinking, it is based on none factual innuendos, it is not based on documented evidence. THERE IS NO EVIDENCE A RANCHER HAS EVER HARMED A HAIR ON A WOLF! But to confirm a wolf killing a pet, livestock, or causing psychological trauma to our children the standard of evidence is higher then the standard of evidence to convict a murderer in court. How did this come about? Why was the program structured this way? With all the top level people in this program, who is the sole person responsible for this? Does the top level know what the ground level is doing? Are the bad facts painted into a rose as it goes up the ladder? All the documented problems in the wolf recovery area in both New Mexico and Arizona; Psychological trauma to children and families, pets killed and maimed, livestock killed and maimed, loss of economic viability are all ignored or made to appear inconsequential in the news papers. One thing you have to understand is where all the signatories stand on Mexican Wolf Re-introduction program, which is, the majority are in favor of the program with the aim it will succeed even at the expense of our children, our pets and livestock. Next there is the Environmental Pro-wolf Organizations pressing for maximum control of the Mexican Wolf Program. They are the driving force without concern of the harm that has been documented. So here we have two driving forces that are going to do anything to make the program advance across the state of New Mexico and Arizona with untold numbers of wolves that will never be kept ed at a low impact level. The wolf program agencies need the pro-wolf organizations to keep driving their directives to steer the program, why because the agencies have to explain why they do some of the things they do. "Why, it it not the agencies fault, its the pro-wolf organizations, they made us do that"....bottom line is they both have the same agenda and they both need each other to further their agenda. When it come to the rural folks who have to change their live to accommodate the wolves, all the harm that has been documented is explained away as if it never happened, with no concern. For 10 year now, no one in the wolf agencies has stood up and tried to provide protective measures to right the wrong they have brought onto the people of the BRWRA. This is not only sham full, but it is immoral for them to ignore the continuing damage. When the boundaries of Mexican Wolf Re-introduction Program is expanded to include the entire State of New Mexico and Arizona, will protective measure be put in place based on all the documented harm in the BRWRA?? Or will the rural folks in the rest of the state have to endure 10 years of harm without protection measures like we have?? Protective measures need to be implemented before any expansion of the BRWRA boundaries. This needs to be demanded without exception. I was told the meeting in Reserve has been canceled and moved to Safford Arizona for the 23,24, and 25. The excuse is there was no meeting place available in Reserve. So, again we see the officiousness of the same government agency time and time again. With the cost of gasoline and the meeting during the work week this will make sure no one from Catron County can get off work and attend the meeting. We have seen this same tactic used before to exclude the impacted people from voicing their concerns. As stated, there is a direct link to the pro-wolf organization to keep the wolf collar channels out of the hands of the impacted people. This is based on assumptions and not documented evidence. The facts are "No wolf have ever been harmed by the release of wolf collar channels". So why the denial to release the channels to homeowners with children, ranchers or the Catron County Wolf Interaction Investigator???? After being denied access to wolf collar channels, I was told I had to ask NMDGF Matt Wonder for his permission to get a wolf collar channel. I can tell you this is based on protecting the wolves identity only, not its life. If you cannot identify the offending wolf it gets a free pass. You cannot document three strikes for killing livestock and you cannot document a habituated wolf at peoples homes or confronting humans. There is also talk to have wolf collar receivers scramble capable. This way you cannot give your neighbor the channel to an offending wolf, your neighbor has to suffer 3 or 4 incidents before he can receive that channel. No wolf channel will be released until the wolf has been documented a problem wolf on three or four occasions. A few of the members of the IFT and AMOC agree with this position. This again, is based on false accusations that you will harm a wolf. In reality, knowing where wolves are gives the rancher, or home owner a chance to make adjustments to prevent a wolf- animal, or wolf-human interaction. This is why you receive the ground telemetry receiver in the first place, to avoid wolf interactions. One option to consider is a Congressional Investigation and let the agencies personnel explain why all their decisions are based on assumptions, false accusations and not documented facts with evidence. I find it funny that the wolf agencies can run the wolf program based on documented findings when it furthers the program, butt when it come to the documented harm that the wolves do, this information is ignored. I still shake my head in disbelief that our own government can harm its own citizens, but worse that our government is allowing it to continue. Rural folks across America are not third world citizens, but are treated that way by government agencies. If you have any suggestions, please let me know
